S12 on M25 hard shoulder

coming back from work today i spotted a silver S12 on the hard shoulder of the M25, going Clockwise just after junction 22. Was a Green VW Beetle stopped with it. Anyone?? Was it the Beetle or the 12 that was broke?

That will be my mate Ians. But it was the VW that was broken.
