One side of the belt does appear to be a little slack though

If it was flooded, would leaving it for a while allow time to evaporate, and thus it would start later. ???

I tried again half hour later and it still wouldn't fire

I will try the suggestion of 30PSI, but the pump seems to be working, Can you explinan this a little more please?
