yes it could be
i am sure you can pay the dvla £4 ish and they will give you the name and address of the recoreded owner if you have a valid reason for the info which i would say you have

i have never done it but have heard of people who have
ring them and ask, they might ask you to put it in writing https://www.gov.uk/get-vehicle-information-from-dvla
