Cleveland police *ock up !!!

Has anyone heard what Cleveland Police have done ?
Basically since 2000 they have sent the wrong requirement form S.172 road traffic act 1988 to require the keeper of a car to provide the name/address of the driver at the time/date of an offence! Some judge has declared that as the Form used did not make the requirement under the Chief COnstable that they are all Null/void since 2000. All victims can have a refund/points taken off and have compensation!. They reckon the debt will run into Tens of Millions!!!!
The force will probably go bankrupt in the process.
I got this of a friend who saw it on Pistonheads tonight !
