Unhappy Hole in Volvo Intercooler ???????????

look at this picture of my T5 Intercooler:

Should there be a hole here, when I flushed it out water was coming out of it. would this mean that boost pressure would also escape????????

When the Volvo intercoolers come they have a plate across there held on by rivets. So you could try riveting it up? Maybe with a blob of silicone under it first?
