Default refixing the number plate trim

So I received a rear number plate from CamInHead. I have been trying to clean off the top red garnish bit above the plate holder. I am confused if there's a clear coat on the plastic or not. I dont really have a plentiful supply to use the traditional testing method so if you guys have any tried suggestions on how to clean it up, that would be great. Cheers.

It's on here somewhere IIRC. If you polish it with some fine wet 'n' dry type abrasive paper and relaquer it'll come up good as new. I was going to try it but then I realised it wasn't really mine anymore if I had ruined it lol.
