Default Not starting

I've just changed the head gasket first off I have a wire that I don't know where it goes, excuse the quality as it was taken on my phone it's the wire hanging over the top hose.

Where does this go or is it spare?

Secondly I have fuel, a spark and the engine turns over but it won't start anybody have any suggestions?

I don't think it's the timing as I checked it a number of time while putting it back together and I didn't remove the dizzy from the head so I don't think that would of moved independently. But I expect I'll be rechecking it all again.
