I have no working wipers! Looking at a wiring diagram I see there is a relay/amplifier, where is this?

Im hoping its not meant to be connected to this??!!

F.I.C.D Solenoid valve, only used for A/C. Increases idle speed when AC is on.

1, should this little IACV plug be wired into the loom? if so where?
