Thats the normal way of doing a custom cam by using the original cam. But that will probably cost more than a basic regrind

Hard welding in this instance is covering the cam in weld prior to grinding to spec, the filler rod used is chosen by its composition, designed to harden the material as it mixes in the pool. It allows for a harder surface while maintaining ease of primary fabrication.
